GEST Statement on NOIA’s FOIA Request to BSEE Seeking Transparency on New Decommissioning Assessments

The Gulf Economic Survival Team (GEST) supports the National Ocean Industry Association’s Freedom of Information Act (FOIA) request submitted to the Bureau of Safety and Environmental Enforcement (BSEE).

Accurate and reliable decommissioning data is critical to ensuring that offshore operators are not forced into bankruptcy as a result of BSEE’s data being overstated, and as such,  it is vital that accurate data be incorporated into the implementation of the Bureau of Ocean Energy Management’s (BOEM) new financial assurance/bonding requirements.  GEST is disappointed in BSEE’s lack of transparency and the agency’s refusal to share or explain their methodology for calculating decommissioning costs.

While low crude oil prices are having a significant impact on offshore companies as well as on small businesses and communities, the last thing we need is the federal government’s inaccurate data and a lack of transparency to further hinder a viable future for producing American energy in the Gulf of Mexico.  BSEE should work with the industry to develop accurate decommissioning costs to ensure that practical and reasonable financial assurance requirements can be implemented.
